FIPS certification does not apply to Squid as Squid is not a cryptographic
module.
OpenSSL (the cryptographic module used by Squid for SSL accelerator
support) is being FIPS certified however. For more information on OpenSSL

which also documents how to build your software (i.e. Squid) to comply
with this pending FIPS certification.
