No, but for RRDTools you need some software to retreive the values you
want to graph. RRDTool only graphs, it does not do the data collection for
you. In most cases simple scripting around snmpget or squidclient will
give you the values you need to feed into RRDTool.
MRTG is easier in that regard since it automatically (given proper config)
collects the values to graph via SNMP.
