[squid-users] will it work

hi all, here is a configuration. will it work in the way i want to

acl down url_regex -i .exe$ \.com$ \.zip$ \.avi$ \.mov$ \.mpeg$ \.mp3$
delay_pools 1
delay_class 1 2
delay_parameters 1 4000/4000 2000/4000
delay_access 1 allow down
delay_initial_bucket_level 50

what i wanted is to restrict all clients that are downloading to use total
4000 bytes of my 16 KB internet link togather and the users that are
downloading at any given time consume 2000 bytes per user. and the rest of
the bandwidth is avialable for browsing.
mean let 3 users are downloading and 8 users are browsing. the 3 users
collectively cant consume more than 4000 bytes and each downloading user
take maximum 2000 bytes of this 4000 bytes. the rest of the bandwidth goes
to 8 users browsing at that time.
will it work????
