You should use the same OS settings as for 2.5. (firewall/NAT rules etc).
In squid.conf you do is to add the transparent option to your http_port.
(no httpd_accel_* settings).
Note: The transparent option is likely to be renamed to intercept to more
correctly reflect what it is about.
