How I hate to top post!

I suspect your windows firewall might be blocking the connection.
That is a wild guess, for me.

If you follow the HOWTO I showed you to the extent that Squid runs,
without the authentication bits, is the problem still there?

I run Squid on Unix, so the Windows side is not familiar. I was just
using common sense ;)
