For this you need a setup like

squid -> dansguardian -> squid

all can run on the same machine. Only one of the Squids shoul be
cacheing (you can select wich one, depending on what relation you want
between dansguardian and the cache)

access controls etc is in the first Squid. The second Squid only allows
dansguardian access, no users.
