It's on the Linux boq you need the GRE tunnel. None needed on the router
(it's implicit by running WCCP there..)

With tcpdump you should see the following:

WCCP UDP control channel chattery.

GRE packets flowing from the router to the proxy server box on the
Ethernet interface.

TCP/80 packets coming in on the GRE interface on the proxy server box.

then iptables takes over and intercepts these packets and forwards them
to Squid, and you should see reply packets going out on the Ethernet.
