Depends on the situation.

If the goal is that Squid should not use any peer for this request then
always_direct is the perfect fit.

If the goal is just that Squid should not use a specific peer for this
request, but continue using other configured peers then
cache_peer_access is the perfect fit.

always_direct has highest priority.
