[squid-users] problem cant binding ICP port on my openbsd machine

hi all,

i just install squid on my openbsd 3.9 but squid cant binding to any
icp/htcp port. there seems no error on my cache.log, everything looks
fine. here some of my information

Openbsd 3.9 GENERIC (default)

openbsd netstat info
=====================
there were no binding to any icp/htcp port 3130/4829 and got error on
query icp port from other squid machine.

anyone can help?
