The impact of "server_persistent_connections off" is that Squid now
always opens a new TCP connection to the webserver per request.
With the web server being close to the proxy that overhead is pretty
marginal, but if the web server is beyond some slow link then it's
noticeable. The impact is an added latency of about 1.5*RTT to the web
server.
