I made a typo on squid.conf under TAG: ACL:-
"acl biz_network src 10.1.42.0/24 acl biz_hours time M T W T F
9:00-17:00"
which should be in 2 lines:-
"acl biz_network src 10.1.42.0/24
acl biz_hours time M T W T F 9:00-17:00"
Now my problem gone.
