Depends on what you mean by 'it serves' and 'does not open'.
You probably want "http_access allow localhost" in squid.conf

Yes. Squid would be talking to you on 3128 then. Port 80 is not the
default port.

Though why you would want to is something to consider very carefully.
Having it pretend to be a webserver is called reverse-proxy and has
different config needs, that vary from easy to tricky depending on things.
