ICAP has been through a major improvment in Squid recently, 2.6 has 'okay'
support. The very latest Squid 3.0.PRE6 or daily snapshot are much, much
better again with ICAP. Alex is also currently working through the last
known ICAP bugs if you encounter any problems.

I think these days any slowing would be due to slow ICAP servers rather
than Squid.
