Correct.

With "retry_on_error on" Squid will attempt to find another path to
forward the request if it gets a 403, 500, 501 or 503 error, in addition
to the 502 or 504 errors where Squid always retries even with
retry_on_error off.

403 Forbidden
500 Internal Server error
501 Not Implemented
502 Bad Gateway
503 Service Unavailable
504 Gateway Timeout
