Squid is not alone in this - a lot of free software projects that rely
on volunteer labour are in the same boat, it is hard to come up with a
roadmap and timeline when you only do something in your spare time -
time which can evaporate rapidly due to other demands.

I am not sure if the squid project has (or considered) putting their
hand up for the Google Summer of Code. This can give a bit of a cash
injection to the project and, if you are very careful, get someone to
work on some much needed features.
