The ARP acl uses MAC addresses.

There is a major restriction due to the way MAC addresses work and is
only available reliably under certain restricted sets of circumstances:
  Either, the client machine is on the local switch/hub/ring-circuit as
squid
  Or, the client is on the other side of an ARP relay enabled router
from squid.

Either way its likely only a local-network ability and is not built in
by default, it requires ./conigure --enable-arp-acl

An advanced filter is on the drawing board for 3.1 using auto-configured
IPv6 which are closely based on MAC.
