Should always be on if you care about RFC compliance.

Yes, this is one of the reasons why accelerator mode has been completely
redone in 2.6. Upgrade and it will be a lot easier to make a sane setup
that works properly.

Addidionally Squid-2.5 is end-of-life with no active maintenance since
almost 2 years now.. not even critical bugfixes.
