I recently inquired about such a beast in a different forum, and for a
different purpose, and have gotten the following replies:

plug-gw (from the TIS firewall toolkit)
rinetd (freely available)
bnc (")

I haven't had the time to actually look at these three yet, but perhaps
the names will already help you some.
