2.1 RELEASE - configure fails (FreeBSD 2.2.6)

I try to configure squid with --enable-ipf-transparent. I have installed
IP-Filter with

make freebsd22
make install-bsd

My system is FreeBSD 2.2.6-RELEASE

configure tells me this:

checking if IP-Filter header files are installed... no
WARNING: Cannot find necessary IP-Filter header files
         Transparent Proxy support WILL NOT be enabled

What am I doing wrong?
