I thought the error page you get has a clickable link to what would be the
correct URL, e.g. for ftp://src.doc.ic.ac.uk/foo :

This might be caused by an FTP URL with an absolute path (which does not
comply with RFC 1738). If this is the cause, then the file can be found at
ftp://src.doc.ic.ac.uk/%2f/foo.

Their web page is broken with respect to RFC 1738. Complain to them.
