Yes, or almost.

cache_peer proxy1.your.domain parent 3128 3130 no-query
never_direct allow all
always_direct allow local_servers

Only problem is that Suqid currently can only do authentication in one
level. To get around this you have two options:
a) Don't run authentication on proxy 1.
b) Use the login= cache_peer option to specify a hardwired login proxy1
authenticates itself as to proxy2.
