Code Changes in squid

I want to make some changes to the squid code for the following.

I want squid to send back a server too busy response to the
client in case the value of a boolean variable is true. Its value
changes based on feedback from the server that the client is
attempting to connect to. Specifically if that variable is true
the proxy should not attempt to connect to the web server rather
just send back a server too busy response to the client.
Where do I start. As I understand
a function called httpAccept(int sock, void *data) is called when
a new conn is accpeted by squid. I am not too sure how things go from
here though.
