Mark,

Two things:

First:

There is already a package for Squid 2.3stable2 for Mac OS X Server. It is
available at the following site:

http://www.oic.de/software/index.html

Second:

If you still wish to compile Squid yourself, it sounds like you haven't
installed the developer stuff (it comes on the WebObjects CD). The package
you want to install from that CD is:

        DeveloperCD:Mac_OS_X_Server:MacOSXServerDeveloper.mpkg

It is a multi-package and should install all the things you need (that
isn't to say that squid will compile, but this will get you started).
