ftp uploads not allowed?

I've checked the FAQ, the archives of this list, and all the
documentation I can find and I'm still stumped, so …

I'm running Squid 2.3.STABLE2 on RedHat Linux 6.2. FTP downloads work
fine. But FTP uploads don't. Small uploads (200K) seem to work ok.
300K to 1M uploads seem to stall at about 43%. And anything over 1M
don't upload at all. The client (Netscape Navigator) receives a message
that the connection aborted. The only indication I can see in the logs
is something like:

959260879.939 7 172.18.3.23 NONE/413 1299 PUT
ftp://ftp.storagehost.com/testfile.zip - NONE/- -

There are no limits imposed by the FTP host. I can't find anything in
the squid.conf that even mentions FTP.

Any ideas?
