Just for posterity, I want to post the solution to the
problem with Stamps.com. I went clear up the VP level there
before I finally was able to talk to an engineer who could
answer the simple question of "which server do you have that
is not cache-compliant".

209.185.222.116 - ams.stamps.com is NOT squid friendly. I'm
not sure what they're doing, but the stamps.com stamp
printing service will not work if you proxy that address.
