Sort of. But why do you want to do such a thing?

If you do, Squid is meant to automatically (but slowly) rebuild it from the
cache files if lost. However If you are running Squid-2.4.STABLE1 or STABLE2
then you should also delete your cache when deleting swap.state. This due to
a bug in these versions

If your problem is that swap.state is growing too large, then you need to
rotate your logs more frequently. Squid compacts swap.state as part of it's
log rotation.
