1/3 is a bit overkill for cache_mem on most servers.

Don't forget that cache_mem is in addition to the other memory uses,
not a limit. When calculating the memory usage of a Squid server you
need to account
  * The size of your disk cache
  * cache_mem
  * Other memory usage by Squid
  * Other software running on the server

The total sum of the above should be no more than about 3/4 of the
amount of memory installed.
