They should upgrade. 2.3 is slow and has *known* security problems. At a
minimum they should run 2.4 stable 7.

Are you allowed direct access to the web and ftp? If not, use
never_direct allow all. If you are allowed direct access, then you
should check that it works by ftping directly from your squid box.

You can also up the debug levels to show what squid is doing - at a
guess it is trying direct ftp access and that is the problem.
