You can't. A full restart of Squid is needed to close active sessions.

It could be considered if Squid should reevaluate access controls
after a reconfigure, but unfortunately this is far from trivial to do
due to the complexity of access controls and such feature will most
likely require a substantial developer effort to design and implement
in Squid.
