i have also IOS 12.3 it is normal to see Web Cache ID
0.0.0.0 same here

checkout out cache ip through this command

show ip wccp web-cache view

also check out iptables are correctly implemented
through this command on linux

iptables -t nat -L

there is only wccp_router setting in squid.conf

only the primary interface ip as wccp_router in
squid.conf will work as far i have tested .
