proxy2 needs to have an active ICP port (default 3130 is fine).
proxy2 needs to allow proxy1 ICP access (icp_access)
proxy1 needs to have proxy2 configuread as a cache_peer.

If this is done, and the ICP queries aren't filtered out in a packet
filter or anything such then it should work.
